I am having trouble when using TMPGEnc to create a VCD. I can rip a DVD, convert it to a .d2v, and encode it using TMPGEnc and the only problem that I have is when the background of certain scenes stays the same (minimal motion in the scene) the background gets blotchy. I can't understand why the scenes with alot of motion look really good and the scenes with minimal motion have a blurry background. I had one movie that showed a solid blue wall in the background and it looked as if someone placed water on the lens of the camera or something. I have tried the max out the bit rate and this does not seem to help. Is anyone else having this type of problem or is it just me? If anyone has a solution for me I would greatly appreciate it.
