Actually, DV is an AVI format. To convert it to another AVI format, I would try Video Studio 6.

What are you trying to output to?
    vcd, dvd?
    mpeg1, mpeg2?

If your use Video Studio (trial is free for 30 days), you can capture in DV, edit, add chapters, and burn to DVD.

Then I would suggest something like Pinnacle Studio 8.5.
I capture DV, edit, add transitions etc and save as an avi (using the same codec I did to capture therefore no loss in quality).
I do this as I prefer TMPGEnc for encoding but if you choose to Pinnacle will do everything, including output your VIDEO_TS folders I believe (although I haven't tried this yet).
You'll get a lot of people critising Studio but I lovge it (for DV only, it's horrendous for anaolgue capture!).

    One last thing...
...if you haveno need for editing (other than trimming perhaps) and you have an encoder already you don't need to save to avi.
You can encode your captured DV directly to mpeg2.
As I said, I love TMPGEnc (which is free for 30 days for mpeg2).
