  1. What is the bitrate set at for commercial VCDs? I was looking at the samples from the Star Trek collection and I figured that they had to be higher than 1150Kb/s

    VCD is 1150kbit/s or else it isnt VCD.

    Yeah, the VCD NTSC Standard is 352x240 29.97fps 1150kbit.
    And the VCD PAL Standard is 352x288 25fps 1150kbit. Anything else is consider something else (ie XVCD).

    "Commercial" VCDs are made the same way, but I believe they use optimal filters and all to make sure the quality is the best possible.

    Commercial VCDs are far better quality as they use £££££ hardware encoders - not a PC running Windows and TMPEG.
