Solution was so simple, set project settings to deinterlace your file before render but use INTERPOLATE FIELDS instead of Blend Fields. Most software tells you that Blend Fields is better, doesnt appear to be so.
I then rendered back to interlaced/lower field 1st and no flicker, no annoying artifacts etc.
I have been using Vegas Video 4 for this, but I assume a similar approach in other software will work as well.

Actually the best is to use interlacing intact on your DVD's. Without interlacing you cal loose up to 50% of your video ( realistically 5-10% ).
If you are talking film materal then IVTC is your best option. For true interlaced there are filters that will reduce "interlaced flicker" in high contrast materal for viewing on a TV. -
Snowmoon, this actually was original material I was creating, not a dvd rip. Just some digital stills on the VV time line with panning effects. Seems like you have to first remove the original interlacing with the Deinterlace/Interpolate Fields, then put it back again using Mainconcept Encoder, Interlace, Lower Field First.
I am not sure there was any logic to this approach, all I know it is worked after months of trying to solve this problem.
