When I finish transferring a file to my hard drive, it gives me an .mpg file about 4 gigs big and a Video_TS file also about 4 gigs big. After editing and creating menus, can I delete the .mpg file and just keep the Video_TS folder and burn DVDs From that?

Yes the VIDEO_TS folder will contain all information necessary for the film, in several .VOB files, and some .IFO files. At this point the .mpeg is no longer necessary if you need the space, but it might be a good idea to keep it until you burn the final product and see how it is.
