Go to the Tools section at left and get Virtual Dub MPEG-2 AC3 mod. It will open your video.

A few things you should know...

    SVCD doesn't support a 16:9 ratio.

You can put a 16:9 ratio on an mpeg without re-encoding, but unless you change the resolution of the SVCD to the proper height width, then it gains you nothing

In order to change the resolution of your SVCD, you must re-encode.

If your SVCD is letterboxed, then you can clip off the letterboxing, resizing your MPEG to a 16:9 resolution, while still keeping the 4:3 aspect ratio on the MPEG. Your resulting SVCD would only look 'right' on a widescreen television though. To do so, you have to find the aspect ratio of your SVCD without it's letterboxing (if any).

If your SVCD has an image aspect ratio of 1.85:1, simple removing all letterboxing, and resize it to 480x480.

If your SVCD has an image aspect ratio of 2.35:1, resize the image area only (image area being that part of the movie that does NOT include letterboxing), to 480x360, and add 120 pixels of letterboxing (60 top, 60 bottom).

If your SVCD has an image aspect ratio of 4:3, then you would have to hack away large portions of your video's top and bottom area to change the aspect ratio (not suggested).
