when a play this certain vcd on win media player it freezes on a certain frame, but the time still keeps ticking. i tried re-encoding it with tmpeg. and the problem still presists how do i fix this?

I am not an expert, and learning about all that VCD stuff too. Perhaps you have to try a few things.
Check your RAM.
Check the version of media player (Be sure you have the latest)
Try another player.
You know what, I just re read your post, and I think this is how the VCD was burned, what I am saying is the movie or whatever it is, was already like that, I mean has been encoded (or transfoemd to VCD format) by a not so good encoder and it messed up the file, and trying to remanipulate the file won't do anything I guess, cause it is already messed up.
Do you have a standalone player, try on it.
Perhaps you did not buy that VCD from a genuine retailer.
