I ran DVDinfo on my Lite On LDW-400D drive without any media loaded and got the following results:
Drive Information
LITE-ON DVDRW LDW-400D
APR02 ,2003
Firmware Revision 1.2C
Serial # AE28DEDE
Internal interface ATAPI
Loader type Tray
User Region changes left 5
Vendor Region changes left 4
No region has been set
Drive conforms to RPC-2
Current Write Speed 4234KBs 3.1x
Drive Report Speed 4234KBs 3.1x
Buffer size 8192KB
How come the speed is reported at 3.1X since this is a 4X burner? Am I interpretting this correctly?

Burning speed is determined by the media and not the drive.. if you have no media, the drive can't give the max speed
Same thing with my LG drive.. if I don't put any media, it say the max speed is 1.5X... always put a media before opening you software recorder
