I was told that if you capture video at higher resolution than your source, the picture will become blur a bit and not that sharp anymore. Then they told me that capturing at what they broadcast is the best. In your opinion..which is better?.. capturing at higher resolution or same resolution as your provider provides. (I wish to capture at 720x576, and I know my provider broadcasts 528x576). Please decide which resolution is the best to capture? Thank you in advance....

Don't know if it is better, but I always try to capture at the resolution I will be using for the final encoding.
For example, If I am capturing from a source that is 352x480 and my final output is 720x480, I will capture at 720x480.
It is somewhat cleaner for the analog circuitry in the camera or capture card to handle differing resolutions than it is to adjust it later in software.
Just my opinion, I am sure others have differing opinionsJust what is this reality thing anyway?
