If I start off with an AVI with Audio at 130 kbps and I want to convert to an MPEG-1/VCD, do I leave the 130 kbps alone or do I try to make it 224 kbps (the VCD/SVCD standard)? If it needs changing, how do I go about changing it?

There is no point to increasing the audio to 224kbps(It won't improve it.... but it will take up more space). Of course it also depends if you want to do a compliant VCD...
If so, you can change it in TMPGEnc audio settings before encoding.
    or
If you are doing (lets say) an XVCD,then just leave it as 130kbps.
