    Yes,

    Several programs to choose from, my favorite is picture2tv. Ulead has one also, forget the name.
    Basically you load pics and music and trasistions and the program creates a .dat file which can be converted to a mpeg1 file via vcdgear.

    The easiest way to do this is with VirtualDub. Just make sure all of the pics are numbered in order and then hit file/open video and select the first pic and it will automatically load all the rest as frames. From there you can export to an avi file and then encode to mpg, or you could frameserve directly into your mpg encoder.
