I've noticed that TMPGENC adds one extra black frame at the end of the video when encoding to vcd. WHy does it do this?

What version of TMPGEnc are you using? I've never had it to this. I'm using 2.58.44.152.

I'm using 2.512.52.161
To be more specific in what is going on:
1. I add ANYTHING to the timeline in Premiere. (A 15 frame red color matte for example)
2. I export it using AVIsynth frame server.
3. I import the server to TMPGenc and encode as NTSC vcd.
It comes out as a 16 frame MPEG with the last frame black after 15 red frames. -

OK, just did a little test and determined that it was the frame server not TMPGenc. Sorry for the confusion. So let me rephrase the question: Why does AVISynth add an extra frame to the end?
