Okay...this is what I've done based on a new guide for this by Machine which covers PAL SVCD to NTSC SVCD. I have de-multiplexed the Audio and Video using TMPGEnc -> File -> MPEG Tools -> Simple De-multiplex.
Now I'm converting the resulting PAL.mp2 to NTSC.mp2 using BeSweet.
Next is the "gray area"...how do I convert the PAL.m1v to NTSC.m1v using TMPGEnc. Things get really different here on his instructions since I'm only doing VCD instead of SVCD. My attempt at this yesterday failed miserably...any suggestions for me here would be greatly appreciated...ie do I still check "Do not framerate conversion"?...I can't seem to "ungray" the Encode mode on the video tab to select "3:2 pulldown when playback"
and it stays fixed at "Interlace" or "Non-interlace"...don't remember which. I would appreciate any insight here...Thanks

Yes, you still check the no framerate conversion box. You can't use 3:2 pulldown with VCD because 3:2 pulldown only applies to MPEG2 at 24fps, not MPEG1. You should be fine with non-interlace.

Not sure on that. Did you encode both the audio and video to VCD standards (1150k CBR / 224k CBR)?

As a matter of fact...no...TMPGEnc changed it from 224 to 192...don't know why it did...believe me I did not select it...I only selected what I was told would work...that wasn't one of them...how do I prevent that from happening???

Without knowing exactly how you created your audio stream I can't say how to avoid having it happen again. If you use one of the VideoCD templates it should have the audio bitrate locked. If you used besweet to directly create your MP2 and just multiplexed it in tmpgenc then it'll be encoded at whatever bitrate you specified (or it'll use a default if you don't specify one) and tmpgenc's audio settings don't matter.

You hit it right on the head...I just retraced my steps and sure as hell...BeSweet changed it to 192 and I guess since that is what I was feeding TMPGEnc, he just carried it on forward...Okay...back to square one...I will get this done...audio 224 kbps...so much to remember...

No need to start over, just reencode your MP2 and multiplex it with your m1v. It shouldn't take very long.

Many thanks...that solved the problem entirely...I will keep my eye on that audio kbps from now on...that BeSweet is sneaky unless you go and check that page...at any rate, my output is perfect thanks to you...really appreciate your help.
