could anyone please explain to me how to turn an AVI file to a CD Image SVCD file?

Look at the guide(s) for using TMPGenc and VCDeasy. There are other programs but these are easier to use and some would say that TMPGenc is the best for converting files.
The problem I ran into was fitting one movie (MST3k episode) onto one CD. VCD standards require that the bitrate of the movie be a certain setting and it always came out too large. The quality of the movies weren't good enough to warrant putting one onto two cd's so I gave up on VCD/SVCD's.
Keep in mind, you can fit about 800-820mb onto a 700mb CD by using VCDeasy but the bitrate has to be exactly what the standard requires. I think there is a guide for making XVCD's which might allow variable bitrates.
I've found that you can use just about any bitrate on a DVD. I've been using 700-900 whereas a VCD requires a bitrate of 1150, turning my 700mb AVI's into 900+mb MPG's. Doh!
There are guides here for just about everything, give them a good going over. I think people here would be more willing to help if you have a particular question about something. Most of the basics are already covered in the guides.
