I had the same problem. I can't tell you exactly what the problem was or what specifically fixed it, but here is some info for you to ponder.
My desktop resolution was WAY to high. I was running 1280. Dropped it down to 1024.
I was using VirtualDub for capture. While I really like the program and all it can do, Ulead Videostudio is now what I use.
I defragged my harddrive. I have a dedicated machine that I use only for capturing.
After doing this, I now drop 0 frames.
Also, there is a sticky in the Capture forum for dropped frames, wouldn't hurt to go through that post and see if there is anything else that might be useful. -
Thanks for the reply.
I am downloading Ulead Videostudio now. -
I am useing the program now.
Problem is,
When I record there is no sound I have been messing with the settings for hours. -
Check the options in the capture area and see if your sound card is beingdetected by the program.
Double check the pass-through cable, make sure it didn't come loose.
Check the Windows volume control, make sure that the line in/or some other volume hasn't muted itself.
I can't think of anything else to check at the moment. -
Well, you've got my post full of ATI AIW problems and resolutions:

(Note: I've only had problems with one system - the other is still fine.)
And you've got this sticky that gives reasons for drops:

It pretty much covers everything that isn't some special fluke.Want my help? Ask here! (not via PM!)

In XP
Open the "Sound and Audio Devices" control panel.
Click the Advanced button
In the Options menu, choose Properties
Click the Adjust Volume for Recording radio button and make sure line in and microphone are checked then click ok
Move the check box from microphone to line in so that the capture program will capture from your line in instead of your microphone.
If you don't use XP, then the procedure will be slightly different.

I am sooo mad.
I reformated my c drive (master drive)
And I tried captureing again and was still droping more then 30% frames.
It's driveing me mad.
I am getting close to selling this card or giveing it away and getting the one higher.
I have the Ati aiw radeon 7500 -
Ok,
I got it to capture in avi.
But only one codec captures right and 1 min or video takes up to 1 gig.
I tried picvideo mjpg but that dropes frames to.
Any suggestions?
Thanks!
