converting a DIVX file from PAL to NTSC???

Hey all...I am having trouble converting a a PAL Divx to NTSC. I have used TMPGEnc, but it seems the file still comes out PAL...even when I select an NTSC output. I have also use Roxio's EX cd/dvd 6 which automatically converts the file...but the files comes out with continoues pauses in video and audio about every 5 seconds or so. Any help would be greatly appreciated.

other thing I forgot...I did refernce the guide about converting 25 fps to 23 fps and vise versa....but will this allow me to burn the 24 fps file to DVD with out stuttering? Will it in turn convert it to 29.997 fps? I know this sounds silly, but I am just looking for an easy solution...which I am sure does not exsist.
