Another offset question for major

I think the heat is getting to my brain today I can't seem to find the synch option to put in an offset value under the options tab. I am using 0.0.7d. Is it available in this version? Thanks

The OPTIONS tab is dependent on the kind of video you're encoding. Only the choices appropriate to the program used to encode a particular flavor of video will display.

For example, if you choose MPEG-2 as your video format, the OPTIONS tab screen changes to those parameters used by the mpeg2enc program etc., and you'll see that the SYNC box is there on the right side.
