  1. Is there a way to convert NTSC film to PAL format? I've tried to play NTCS Film based VCDs in my DVD player but it doesn't work well so i'd like to change it to PAL format. My DVD player is VCD compatible.

I don't advise you to do so, because you've got a chance the audio will get desynchronised.
The only save sollution would be at capture-time. When I want to create NTSC but my video-source is PAL, I force the capture to take 29.97 fps instead of the default of 25.
VDub will then insert a lot of duplicates to fill the 'gaps' between the 25 and 29.97 frames, so the audio can keep up, but the result is good. TMPGenc will accept the avi as NTSC.
