I have a hardward Mpeg II encoder card, so I can only capture my laserdisc and save it in Mpeg II format. My questions is should I capture it at the highest quality possible which is 10kps and then use Tmpgenc / Mainconcept to reencode it to VBR say 6kps. Or should I directly capture at CBR at 6kps and do not reencode. The reason of CBR is the hardware capture card only support CBR.
Any suggestions would be welcome.

Really hard to say, to many variables. Best thing to do is to pick a semi high motion scence and a high color scence, make a 5-10min test capture at max bitrate and re-encode with TMPGenc, AND at 6-8Mbit/s. Burn both to DVDR (can be on same disc) and compare.
Ie give both a try and let us know
