Is there a way using Smartripper to get a particular file(s) that will prompt closed captioning??

x(S)VCD don't (directly) support closed captioning. You can extract any subtitle tracks that might be on the DVD thou. For VCD you'd have to create permanant subtitles. For SVCD you can in theory have 4 subtitle tracks. But most DVD players don't actually support this, and the software (I-author) is nearly impossible to find, so again permanant subs are the way to go.
