    Is it possible to add a Insert disc 2 screen on a VCD? or can this only be done on SVCD?

    Yes.

    In fact, if you use DVD2SVCD to make your VCD or SVCD, it will automatically do this for you. It even gives you the option of using a screen of your own design.
