I did notice that the audio sync is present after I convert the avi to VCD mpg with Tmpegenc. What am I doing wrong?

Of what origin is your AVI? If it's not made by yourself, but downloaded, chances are pretty good that it suffers from all kinds of problems.
First attempt is to scan for and remove bad frames using VirtualDub.
Then extract the audio track in its original encoding (VDub, direct stream copy, save wav).
Now using the best suited tool for the task, decode this file (mp3, ac3, ogg...) to wav.
Use your wav as audio source and your cleaned AVI as video source when encoding.
This said, dl'ed AVIs are often too bad to be usable as source material for any type of VCD/SVCD/DVD. They may however often be enjoyed on your monitor or on a TV hooked up to your computer.

    https://www.videohelp.com/divxtovcd.htm#audio
Read: Audio-extracting stop when you get to Encoding:

    Then goto: https://www.videohelp.com/tmpgenc.htm
    and follow that tut.

This should clear up the audiosnyc problems.
