Using ffmpegx to transcode mpeg-2 down to mpeg-1

I use my ReplayTV to create MPEG-2 files from programming content and then I extract the files to burn to DVDs. Sometimes I prefer programming, esp 1 hour or less, to be VCDs, which of course, require MPEG-1 files. So I need a program to transcode the mpeg-2 down to mpeg-1.

I was given a tip to use ffmpegx to do this task. However, using one engine it just stops with an error, and the other engine results in 3 files which seem to start at the same place and are not the complete programming. Help; thanks.
