Safe Area in Premiere and Photoshop

Can someone tell me how to turn on the guides for the safe area in Adobe Premiere and Photoshop?

I have looked and looked and can not find it.

Fom the fly-out menu select “Safe Margins for Program Side” in the Monitor window. Premiere will display margins over the video footage indicating what is “safe.” The outer-most rectangle is the ‘action safe’ margin, the innermost rectangle is the ‘title safe’ area. Restrict any text to the ‘title safe’ area.

Thanks...you have anything for Photoshop? So that when I create menus, I do not loose text/graphics.
