if your mpeg-2 is a dvd-compliant file, all you need to do is import it into some authoring software, set up menus & chapters (or not) and compile it as a dvd.

once you've compiled, burn the output files with your preferred burner.

"best" is irrelevant, because what's "best" to me may not be for you.

I like DVD Lab - it's simple, yet deep, lots of advanced features in an easy to use app that's not expensive. www.mediachance.com

lot of people here like Maestro - it's pro level, serious authoring with a pro-level price tag (about $3,000 - 5,000 from eBay).

others like Sonic Solutions tools - DVDit, ReelDVD, etc. Or Ulead - DVD Workshop or DVD Movie Factory. Depends on what kind of money you want to spend, and what your needs are.

My suggestion, always, is download as many as you can get trial versions for, and try them out. There will be one that's easier to use, makes more sense to you, and feels beter than the others. That's the one you should use.
