I was wondering if it is possible to put two DVDs on one disc and still maintain menus.

yes it is possible to ultimately get two dvd's onto one DVD-r, however, unlikely (as the earlier post said) to do it without it looking bad.
What you can do is convert 2 dvd's to CVD using an app like dvd2SVCD and then take the resulting mpegs and author them with an app like movie factory 2 -
I may suggest using a good DVD Authoring program which there seems to be a few good ones out there,
myself I have been using TMPGEnc DVD Author, which I believe there is a link for in the tools section on the left
Following is the way that I have been putting 2 movies on 1 DVD:
1st: I process both movies with D21 113 movie only set at 2222mb and I only select the 6ch audio. [after processing with D21 each movie equals approx 2.17gig]
2nd: I then start TMPGEnc DVD Author and import both movies each to there own track
you can then create some really nice menu's and even change the chapter points
[NOTE: With TMPGEnc DVD Author you can import VCD, SVCD or DVD and create a compliant DVD]
3rd: I then open NERO and select DVD iso/udf mode and import the AUDIO_TS and VIDEO_TS
folders created by TMPGEnc DVD Author and burn
