    The easy way is to capture it normally, then have an AviSynth script encode it in slow motion.

    you could try cranking up your frame rate of your capture up, then play it at a normal frame rate.

    If your source is 30 frames per second, then 60 frames per second would be half speed and 90 frames per second would be 1/3 speed (when played back at 30fps)

    but really, since the source is 30fps, you'd just be doubling (or tripling) every frame, not really slowing it down. You might be better off with something like Realviz Retimer that makes new in-between frames for something like this. Expensive solution, though.
