Say I wanted a 20 meg video clip to be compressed into 5 megs exact... can it be done? any programs out there that would allow me to specify the size i wanted?

Any converter that lets you pick the bitrate will convert to an exact file size. The size depends on the length of the clip (in minutes) and the video and audio bitrates (in bits per second). In the Tools section there is a bitrate calculator which you can use to get the exact bitrate required for the length of your clip and the file size required. If you specify what type of file you're converting from and to, then someone can recommend an encoder.
