What determines this? Is there a possibility of having the laser replaced with one that can read dvd-r(+) 's or is it the decoder chip the needs to be replaced, and finally could it be the firmware of the dvd player that needs to be flashed with one that can help read the dvd recordables? Any gurus that know the answer to this question.

it possibly could be the laser and the chip. I have come across players that refuse to play any other disk than a origanl DVD. I think this is the firmware telling the player, not to play the disk.
Then again it could be the laser not picking up the dye of the disk, and refuse to play..http://dvd.coldpie.com - where you can download versions of DVD2DVDR.
