  1. I was just given some cartoons on vcd's with average to poor quality. Anyone know what I can do to improve the picture? What software is recommended?

  2. I have serious doubts. Usually the rule is "crap in = crap out".

    Try re-encoding in TMPGEnc.

  5. Try using the filters in TMPG to "improve" your picture. You can boost faded colors and try to sharpen the picture if it is too soft.

  6. if the cartoons fill up your screen and you can live with putting black boraders all the way around it (thereby shrinking the picture), there is a guide that will take (using TMPGENC) the 352x240 and while keeping the actual overal resolution and put black bars around the movie.

    Again, it is in the guides section and sounds like convert low resolution avi 320x240. The guide uses the tv show survivor as the example. Anyway, it should give you a good idea of how you would go about doing this.

    You have not specified your problem
    If problem is pixelation use TV filter in Vdub
    with I/Q (chrominance) either 3x3 or 5x5 average

    If problem is blurring use sharpen filter in Vdub or through Avisynth or Sharpen Edge filter in TMPGEnc
