i have a .iso file that is more than 730mb and my cdr is only 730mb would it be possible for me to extract this file using the same cdr and nero?

grab a copy of daemon tools and create a virtual cdrom drive and extract the image to that cdrom drive (daemon tools lets you do this to bins, isos etc)

true.. if it's music CD, you can go even higher than 800meg.. same for Video CD that can go over 750meg
