hello there
is there a program out there,one that can show DV movie on screen in real time while the feed is coming trough the card?
and so use the monitor as a TV screen , for the video ???

Yes Amcap can do this. See this link to get this freeware program:

Amcap does that but you have to select "always on top" and "hide the menu bar" from the menu (under the Window tab); you must then enlarge the (almost full size) window frame (by dragging it with the mouse) and then you will get a full screen preview. You must press F11 to get out of this full screen mode.
You can also follow the instructions given:
I added a little feature that I was requested to toggle the caption, the menu, and the status bar on and off, so that only the video shows in the window. To toggle this option, just press the F11 key. While in the "no caption" mode, click the window frame and keep the left button down to drag the window. I also added F12 to toggle the "Always on top" state. -
