  1. I have these old cartoons on my pc and the quality is absolutely hopeless. Does anyone have any advice on what programs I could use to maybe make it a bit better.

    You could put it in TMPGenc and fiddle with filters. That MAY help you.

    As far as the "Garbage In, Garbage Out", I'd like to say that is not ENTIRELY true. I restore videos as a hobby, and with the right video hardware and software, you can sometimes work miracles. Other times you cannot do squat.

  3. Yes, but you cannot restore what is not there. Some people seem to think that there is some magic filter that will recover lost information from a file they downloaded which was encoded badly, not going to happen.

    So you have a video which it a bit grainy because it was taken in slightly low light conditions, however the picture is sharp. You can soften it with filters which will remove the grainyness but now you just have a blurry video. Usually with filters an improvement in one department is at the expense of another.

    True, but thankfully the tv set, distance from the tv set, and the human eyes will be more forgiving for one problem than on another.

    On the "magic filter". Yeah, that's always amusing. I do restoration, not magic.

    I've had potential customers storm away mad because I could not fix the tape their dog chewed on and then put in his water dish for safe keeping before burying it in the back yard in the mud. I've refused to put things in my decks before because of this.

    Same for downloads. I usually tell them to put it on VCD and sit far away from the tv: that'll make it look better.

  5. Played around with filters in tmpgenc and it is a bit better, just got back from a business trip so I am going to try out the garbage method now.
