  1. I am trying to find out what program I can use to create wmv files, and if there is any trick in getting the files to a smallish size such as 100mb for half a movie in a wmv file rather than the 18 GB per file when I have created an avi file using Virtualdub?

It is very easy to for simple editing but, as painkiller suggested use windows media encoder it will give you more options and more control over the encoding process.
