Is this a KVCD in mpeg1 format...If it is when you put it through tempgenc you should have converted to 29.97. Mpeg1 should be 29.97 to be DVD compliat.

Try using TMPG's own DVD template. DVD is mpeg2 format and must either be encoded at 29.97 fps, or 23.97 fps with a 3:2 pulldown applied so that the film plays back at 29.97 fps. I notice that you live in Leeds. Wouldn't you be better off using a PAL template?

the source is 23.97 would i be able to convert to a pal dvd with good enough quality output
also the clip is near 3 hours long(cameraman got carried away lol)
and i want it all on a dvd+r -
Try using this guide;https://www.videohelp.com/forum/userguides/78178.php and see if that helps. The quality depends on your bit rate. The higher the bitrate, the better the quality. It also means a larger file size of course.
