WIll the same cq value give the same "quality" when used in different movies... and what are acceptable cq values ... between 70 and 100 seem good with vastly different file sizes (on my tests).

Has anyone actually encoded a test of tmpgenc ultra low bitrate 240x576 resolution?? would this be better than VCD (same movie). will this res play in dvd players??

352x576 in MPEG 2 is the CVD or Half-D1 resolution - should play on your DVD standalone.
352x576 in MPEG 1 is the KVCD standard - may or may not play on your DVD standalone.
What TMPG ultra-low bitrates are you talking about?
