  1. Ok I am looking at the stuff on the web but nowhere to find this info.

Now, let's say I want to capture something from TV. I am assuming that 23.976 fps video file will have better picture quality (I don't want to mess with SVCD or anything else, Just VCD).

Now, it says on one page that in order to do this I need to capture video at 480 height which I can do with VirtualDub (my PC is P2 333, so I am using YVU9 320x480).

Now I dump this avi into TMPGENC and load 23.976 with of course deinterlace filter.

SOOO I am assuming that I either have to convert 29.97 to 23.976 using inverce telecine filter in TMPGENC (in advanced box), Or just let TMPGENC encode the file.

Probably I am doing something wrong, since my playback file is somewhat jerky but at the moments only. Otherwise it seems that I have achieved 29fps playback at 23.976.

So what are your thoughts? Any guides available for this?

Yes you have to inverse telecine. TMPGenc can do this, but it often gives bad results. In my opinion, the best IVTC filter is decomb but you will have to use it through avisynth.

You can only IVTC something that originated as film, or in other words, it was telecined in the first place. Alot of the stuff broadcast on television cannot be IVTC'ed, so that may be why you are getting jerky playback. Try this, load your video into TMPGenc and use its preview function. Scroll through it frame by frame. See if the interlacing appears in a 2:3 pattern. If so than it is the perfect candidate for an IVTC.
