I have a movie that is in three parts, each part being around 750MB and 45 minutes long. Is it possible to fit this movie on two discs that are 700MB discs as a VCD?

If you reconvert to VCD it will fit. You can fit up to 80 min video in VCD mode on a 80 min disc.

If you encode as non-standard VCD, using different bitrates (audio/video) you might even fit the whole movie of 90minutes onto 1 80minutes CD (keep in mind that you actually can write about 79.8 minutes, while there's always about 5MB reserved for the 1st track of the VCD).
