TMPGenc has a "source range" feature. With that you can exactly decide how much of your film you want to encode, e.g. 60 min. in the first CD, and then the rest in the other CD. But better is to split the film into 2 parts.

Assuming you use an SVCD template and you've unlocked it, if you have the registered version of TMPGenc (I am not sure about the free one) and use the wizard, it will ask you in the end if you want to fit the size of a CD. You can choose between 74min and 80min. disk.
Then it will compute the speed automatically for you and encode.
This does not mean your film will be necessarily 74 or 80 min. , that number is just nominal speed for a music CD.
It could well be a 60 min film as you want.

TMPGenc built in calculator is somewhat conservative. If you use FITCD you'll get slightly higher speed values than TMPGenc and the disk will still be fitting.

If you simply change the encoder to TMPGEnc in the DVD2SVCD Encoder control, the same rate control should be used so the same disc size calculations will be done. You can most definitely fit a 60 min. film on one disc using TMPGEnc.
