I have an Apex 600a but I've noticed the same thing. It doesn't happen until later chapters. I'm beginning to believe Nero has a problem authoring SVCDs.
I was able to make one with VCDImagerEasy last night and it didn't have any problems like this. Something about Nero is screwy that's all I can say.
