Scenarist and DVD Maestro support most dvd features but they are not exactly cheaaap(around $1000-$10000).

Pinnacle Impression Pro is another cheaper option($200), it does not support as much as those two but it has several audio tracks and subtitle support.

Jute wait for DVD-Lab to be released, been using the beta for around 4 days now, it is awesome and will be around $80 / £50.
The author has promised extra support before release (multi audio channel support/vob import etc), so this package will be unbeatable. -
