You're asking two different questions. What's the best? and What's the easiest?
I would suggest TSCV, which is a GUI for VCDImager.
http://www.ttool.org
D/load the newest beta and ver of VCDImager, read the guides, and give it a try. You can make still menu, motion menus, add seamless chapters, multi-level menus (up to 9), etc. etc.
The basica functions work well, but as your try to make more advanced stuff work you might have problems, there's a forumn on the site to help you out.
The default is to make PAL/MPEG2 streams. To make MPEG1, you'll need to copy certain CDI files into the TSVC dir (these can be d/loaded or copied from your Nero dir). -
ok, thanx for the help, but last question, does this menu stuff work on a dvd player or just on the computer ? i have 187 (Samuel L Jackson film) that i bought ages ago, and it has this menus like dvds.

These menus are for DVD only! I'm told that winDVD and/or PowerDVD can play SVCD menus but I've never gotten it to work. On my standalone (Apex AD600A) everything works fine.

Menu's should work just as well on the pc. All of my menu'd vcds and svcds work perfect in winDvd and most work in powerdvd but I use I-Author for svcds and Video pack 4.0 for vcds. Pc's actually work better with menu's because they support cdi features whereas a dvd player wont. So that means you can have actual menu buttons that are clickable or that you can scroll through just like a dvd, whereas on a dvd player you have to assign the button to a # key.

Agreed.
Every S/VCD capable program I have can play S/VCD menus just fine (VCDImager created).
The misconception that software VCD/DVD player can't play back menus only came around with Nero5.5 which botches the job for still menus -- making them inaccessible on many/most software players.
