After many tries of everything, he is the method I use and intend to use:
Capture with MovieStar 5 (ONLY program that works to capture from DVC200)
I have it breaking up the files into 15 minute segments (650MB).
I then watch them in WMP and the audio is perfect, so I know the capture is correct.
Then I run them through TMPGenc Authoring and change no settings, leaving it with LPCM audio, and 6k bitrate, and all defaults so it encodes nothing. I then make the VOBs and watch it using PowerDVD, or burn it and watch it.
When I still captured in one file, the audio would get progressively worse (i think), so thats when I changed to 650MB files. So now, each 2hr movie is 8 files. A few of the files are in sync, yet some are out and its killing me.
How can I take this file .mpg (MPEG2 video, PCM audio), and get it in sync without a lot of converting or guess and check...I just need a method that works as I would like to give these to people but the audio sync problem makes that not possible.
Any help is appreciated!

open the file in virtual dub ( the version that opens mpg2). if it tells you that the audio is off then go to the audio setting check full processing mode then back to audio and check conversion then check 16 bit stereo, hi quality and then sav the audio only as a wav. convert new wav to mp2 or mp3 and the multiplex with original video in tmpgenc.

2 things:
1. When would it tell me the audio is off? I open it and it doesnt pop anything up or the likes...
2. When I open my complied VOB in VOBedit and check delay it says
Video-delay:0
Audio-delay ID<a0>:4
What does that mean, and what is 4 and how can i correct this in the MPEG while keeping PCM?

in tmpgenc look for audio gap correct in the source range under settings/advanced.when you capture to mpg it will play fine but when converting you will almost allways run into sync problems,you have to play with this setting to sync. convert a minute or so of video at the end of your cap then check the sync.your sync problem is caused by the difference in the clock on your mb and the clock speed of your sound card. on my computer a 90 minute capture is allways 200ms off so i set the gap correct to 200.there is also a negative setting it depends on if the audio starts early or late.play around with the setting and let me know.

in tmpgenc under settings/advanced select source range and look for audio gap correct,setting positive or negative values depending on if audio is late or early select a portion of your video towards the end and encode with maybe 200 ms setting and see how close your sync gets.you have to play with this setting a little.

I captured the video in both 15min sections, and 1:30min sections. Which one should I try to edit? Is it easier to edit the whole thing or just section by section?

Also, my version(just d/l'd from TMPEGenc.net) doesnt open my MPEGs and says it cannot....how can I correct this?

when you select open file you can go to the menu that says all files and then select your files it should open mpeg 2
