i take say 800mb file and split it in half say 400mb then i take it to tmpg to make a svcd and makes it over a gig. why is that.

The size of the output file is not dependant on the size of the input file. You can take a 5gig file and shrink it to 500MB. Conversely you can take a 500MB file and enlarge it to 5gigs. What determines the size of your output file is the bitrate at which you encode. A higher bitrate means a larger file.
