I have a Dell 8100 1.4MHz P4 system with a NEC DV-5800A DVD Rom.
I am able to get about 4.5x average rip speeds, the drive is supposed to be up to 16X.
I am wondering if a different DVD drive would be able to get higher speeds, say a Lite-On drive, or am I limited by my system?

Delete your IDE Controlers and restart you computer. It worked wonders for me. I was getting rip speeds of about 2x and now it gets up to about 12x thanks to one of the other members on this site telling me to do the same thing I just told you.

Maybe so, like I said, I have a Pacific Digital and it works great. They have them at my local BestBuy for about $70 or you can order a LITEON online for about $40, I have heard alot of good things about LITEON but Pacific Digital is fine with me.

your system is ok.. it's the average speed. Yes, a liteon would be faster, but not much (if I remember the review, it was about 10% more than a pioneer)

I have gotten to speeds of 12x, I am not sure what LITEON gets up to. But I doubt that it is much more, you will save some $ if you order a LITEON but I like the going around the corner and buying it from BestBuy. I am really not too hot on ordering anything online but eventually I will get over it and order something.

Well, it takes me about 20 min for a typical dual layer disc with the 4.5X speed that I'm getting. If a new drive would get me down to 15 min, it's probably not worth it. But if I could get down to about 10 min with a Lite-On drive for about $40, I would probably do it. Thoughts?

The current limit on DVD-ROM drives seems to be 16x. If your current drive is 16x I doubt that buying a different brand of 16x would help. It's much more important to have DMA transfer mode turned on for all HD's and CD/DVD drives on your system.
You could also change the file system on your computer from "Desktop Computer" to "Network Server" which will improve ripping speeds a bit more.
