This is what I am trying to achieve....
You know when you encode divx/xvid to VCD it makes the video full screen thus making everyone taller and thinner than they should be.
What I am after is simple instructions on how to add a black border to the top and bottom of the video to give it that widescreen look. So that everything looks more in proportion.
I don't want too thick borders tho.
Can this be done?

In tmpgenc it is just to choose full screen (keep aspect ratio) under settings->advanced->video arrange method and 1:1(vga) under source aspect ratio.
With most other encoders you must add the borders with a external tool like virtualdub or avisynth and frameserve to the encoder. -
I find a few of them end up too narrow.
Is there anyway to change this??
I know its the proper aspect ratio but it often looks better a little more stretched. Any ideas?

you can do a custom resize. making it whatever size you want.

in the advanced tab, set the video arrange method to center (custom size). you can then go into clip frame, arrange setting and look at how the video will come out.
