Just wondering what are the best format size of vcd to view on TV???

There is no "best"...
If you use PAL, the framesize MUST be 352x288 @ 25 fps.
If you use NTSC, the framesize MUST by 352x240 @ 29.97 fps.
If you use NTSC-FILM, the framesize MUST be 352x240 @ 23.976 fps.
For SVCD, the framesizes MUST be 480x576 for PAL and 480x480 for NTSC.
Any other frame size is not allowed in the specifications (though you can try it and make an X/S/VCD).
