I find the solution myself, thanx to another post. It seemed that if I used the frame rate as the DIVx file was made in and made an NTSC VCD instead of a PAL VCD everything worked out fine, a little loss of quality though, as my TV cannot display NTSC.

I use TMPGEnc 12a and everything works good, when I convert a DIVx file to a VCD. But all Divx files encoded with low motion, makes the final VCD to pause, just for a millisecond, every 5 or 10 seconds. Quite disturbing...
Divx with fast motion is no problem at all.
I have tried everything, I think, but the problem is still there. Could it be my computer that is to lame(766Mzh Celeron, 128MB RAM)
Would be great if anyone could answer this one, before I go crazy...
