Brevity, for once:
Needs 3 CDRs.
Get CDRWin (or any other prog that can handle .cue / .bin, like latest Nero version or VCDEasy)
Load the .cue file. It will automatically set it all up and find the .bin file.
Press burn.
Well, that's how it's *supposed* to be done, errors and omissions excepted-= She sez there's ants in the carpet, dirty little monsters! =-
Back after a long time away, mainly because I now need to start making up vidcapped DVDRs for work and I haven't a clue where to start any more!

The think the latest version of DVD Decrypter will do .bin but you have to go to settings and make sure it is check. I do not do any VCD/SVCD so if this irrelevant to your problem please ignore post.

For any CUE/BIN image that has multiple tracks (which VCDs innately are), do not use ANY program that burns directly from the BIN file without reading the CUE file -- it will probably not work properly.
To burn a CUE/BIN image, use CDRDAO/VCDEasy, CDRWin or the latest versions of Nero.
If something fails with the CUESHEET, open it up in Notepad and read the first line (which contains the path to the BIN file). If the PATH is wrong, then fix it and try again.
If you are using CDRDAO/VCDEasy, make sure that both the CUE and BIN files are in the same folder, have the same name and that you don't use long filenames.
If the CUE file is just screwed up, you can regenerate a new CUE/BIN image by using the CUE/BIN regenerator tool in GNU VCDImager Tools GUI: http://www.michaeltam.com/vcdimager_tools_gui.html
http://www.vcdeasy.org has some more ideas on burning CUE/BIN images if you still have problems (mounting it as a virtual CD with daemon tools and then using something like CloneCD is a good idea).

ganJa: it is time for you to read http://www.vcdhelp.com/vcd
VCDs must be on CD media.
You cannot burn them onto DVD-R media.
As long as your DVD player can read CD-R/W media (try an audio CD) then it should play VCDs on CD-R media just fine.
From now on, please do some basic research on the topic first.
