I'm using Premiere 6 and TMPGEnc and plan to9 use the avisynth plug-in. I've read somewhere about single pass vs multi pass encoding and would like to know more about this. They said multi pass encoding is far better and gives a better, higher quality VCD.
Can you give me some insight?

Multipass encoding only makes sense for SVCD or XVCD where the bitrate is variable (VBR). VCD is a constant 1150 kbps bitrate, and so multiple passes do nothing for it. Multiple passes are used to allocate more bits to the more complex scenes and fewer bits to simpler scenes.
